Slough Borough Council is getting tough on dog fouling and littering and is reminding residents to look after their environment.

Signs have been put up in the borough to remind potential offenders they will be fined if caught blighting public areas including parks, playing fields and public open spaces and the neighbourhood enforcement team will be patrolling the town.

Community wardens and environmental health staff have powers to issue £75 Fixed Penalty Notices to people who they witness committing an offence.

The Slough neighbourhood enforcement team will be working alongside Thames Valley Police to patrol together to provide greater coverage and catch offenders.

Firmly on the radar are offences such as dog fouling, throwing chewing gum, dropping cigarette ends and throwing waste such as crisp packets, cans or fast food packaging.

Head of neighbourhood enforcement for Slough Borough Council, Dympna Sanders, said: “For a number of years, we’ve followed an educate and re-educate policy, but we now need to get tough.

“Offenders will no longer be able to claim they didn’t see their dog fouling or that they forgot a poop bag. Similarly, carelessly throwing a cigarette to one side because there is no bin nearby is equally unacceptable, as with all litter.

“We want residents and visitors alike to have a great town free of litter and fouling on the streets and in the parks and open spaces.”

A retail owner has been found guilty of selling fake wines by Slough Borough Council’s trading standards and also lost his licence for selling alcohol to a minor.

Rajeetharan Sivaraja, owner of Harshini Food and Wine in Bradley Road, Slough was fined £1,640, including costs, at Maidenhead Magistrate’s Court on March 15 for selling bottles of well known wines with a cheaper quality content.

The fake wine was found during a routine inspection on April 24 last year, where trading standards officers found 26 bottles of red and white counterfeit Jacob’s Creek.

In addition to the prosecution, Sivaraja was subject to a review of his licence to sell alcohol.

At an earlier hearing, he was given a yellow card and extra provisions were added to his licence. This was in respect of a sale of alcohol to minors.

The most recent hearing was held last November and was in respect of the possession for sale of the counterfeit wine, where his licence was revoked.

Sivaraja appealed, but days before the appeal was due to take place, he made another sale of alcohol to an under age person.

The appeal did not stand and Sivaraja is now not permitted to sell alcohol.

Slough Licensing manager, Michael Sims said that Rajeetharan Sivaraja, whilst being the licence holder for this and another premise, has shown complete disregard for any of his responsibilities as a licence holder.

Due to his illegal activities of possessing counterfeit alcohol and making sales of alcohol to minors, he has had his licences revoked for both of his premises.

Senior trading standards officer, Peter Adshead, said: “A robust approach will always be taken when fake food items are found.

“Counterfeits have the potential to contain harmful substances, although in this case, the wine did not. The sale of fakes can not only cause harm, but damages the livelihood of reputable traders, funds crime and causes loss to the brand owners. Criminals will not pay duty, VAT or tax and rates.

“This is the latest alcohol scam to hit Slough. In previous scams we’ve found counterfeit vodka, whisky and champagne.”

Anyone who may have information on such scams are encouraged to report it via the Citizens Advice Consumer Services on 08454 040506 or Crimestoppers on 0800 555 111.

Slough Borough Council’s family placement service together with Heart FM’s Toby Anstis launched the council’s Adopters’ Charter, demonstrating the council’s continued commitment to children looking for their forever family, and people planning to adopt.

The Adopters’ Charter is designed to be a working agreement between Slough – as an adoption agency – and potential adoptive parents. The charter includes the following responsibilities:

# treating prospective adopters with openness, fairness and respect
# recruiting people who can meet all or most of the needs of children waiting for adoption
# ensuring the process (preparation, training and assessment and approval) is explained clearly and run efficiently

While adoptive parents must promise to:

# do all they can to enable their adopted child to feel loved and secure, and to reach their full potential
# work in partnership with all relevant professionals and individuals to ensure the best outcomes for the children.

Toby Anstis, Heart FM presenter said: “I’m thrilled to be involved with launching Slough’s Adoption Charter, particularly as this is an official agreement recognising how both parties will work together. Adoption is life changing for the children and families involved. I was adopted with my twin sister, and know how special it is. But I’m also very aware of what a big decision it is for adopters to make, so it’s really important that potential adopters are given all the support they need.”

Jackie Pape, the council’s family placement service team manager, said: “Children remain at the heart of what we do here in Slough; our mission is to keep every child healthy and safe. Our recent Ofsted inspection recognised our determination to help children achieve their potential. We are proud of our support to everyone involved throughout the adoption process – before, during and after, to make it as smooth as possible. We hope people thinking about adopting will consider coming to Slough.

“This is an important day for us and the charter marks an important stage in our history as a dedicated adoption agency.”

The family placement service is responsible for adoption, fostering, Home from Home short break care and supported lodgings. If you are thinking about adopting or becoming a carer, or simply want to find out more, please call Slough’s friendly team on 0800 073 0291 for an informal chat or email direct: familyplacement@slough.gov.uk.

Slough Borough Council’s trading standards team successfully prosecuted a jeweller for hallmarking and consumer protection offences on April 23 at Slough Magistrates Court.

Mohammed Ibne Shafi Iqbal, director of Junaid Jewellers on Farnham Road, pleaded guilty to seven offences under the Hallmarking Act and Consumer Protection from Unfair Trading Regulations and was fined £2,431, including costs.

The offences included the non-hallmarking of gold, misdescription of its purity and being in possession of jewellery made with a tiger’s claw, which is an endangered species.

The items were found and seized as part of a joint project in January 2011, involving visits to all jewellers and ‘cash for gold’ premises in Slough, by trading standards, Thames Valley Police, Her Majesty’s Revenue and Customs and the London Assay Office.

Businesses were assessed for compliance with various pieces of legislation, including the Weights & Measures Act, for accurate and appropriate scales, the Hallmarking Act, for the hallmarking of precious metals, along with police and VAT matters investigated.

Prosecuting officer and Slough trading standards team leader, Dean Cooke, said: “In austere times like these, consumers want to know they are getting exactly what they’re paying for; especially when they are buying expensive items like jewellery.

“One common practice we found in Slough was that some jewellers were not hallmarking items until after they were sold, which is illegal.

“The results from this case will hopefully show certain traders that this type of corner-cutting will not be tolerated.”
