Council takes proactive Slough approach to fly-tipping

Slough Borough Council’s neighbourhood enforcement team (East) have taken a proactive approach at targeting regular fly tipping incidents at garage sites in Goodman Park.

Since the beginning of the Slough project in November 2008, the team has –

* Written to all occupants in Goodman Park to ask for their assistance in improving the garage sites.
* Identified 26 garages as areas of fly-tipping.
* Collected and disposed of eight separate fly-tips from the garage sites.
* Carried out 26 land searches which provided owners details.
* Served 12 Town and Country Planning Act 1990, Section 215 notices on owners, to remove rubbish and secure units.
* Sent five letters to owners whose garage doors were left open and inviting fly-tips.

The Slough enforcement team arranged for all rubbish left by fly-tippers in the garage areas to be collected free of charge as a one-off, before serving the 12 legal notices on owners of garages that were in a condition to be deemed detrimental to the amenity by attracting fly-tippers.

Five residents have complied with the notices and seven have not. Those who complied removed the waste from their own garages and secured them to make sure no unauthorised access could be taken.

As for those who didn’t comply, the council is currently gathering quotes from contractors to clear the rubbish left in the remaining garages or securing those without doors, with charges later being sent to the owners.

Donna Laubscher, environmental health officer for Slough Borough Council, said: “We decided to take a proactive approach to improve the garage areas within Goodman Park as they were premium targets for fly-tippers.

“It’s very important that the council and residents work together to combat fly tipping by taking action against anyone illegally dumping waste, not caring about bringing an area down.”

Commissioner for Slough neighbourhoods and renewal, Cllr James Swindlehurst, added: “The council is committed to making the town a cleaner and safer place to live, so well done to the enforcement team for taking action against those who feel it acceptable to fly-tip.

“This proactive approach also comes at a time when the enforcement team seized a van used in fly-tipping activities, along with Thames Valley Police.

“We will not tolerate this behaviour and will continue to stamp it out.”
